Legislative - Current Issues

MCAWW supports the following bills in the 2010 Legislative Session:

HB 2675/6401: Creates MC/CM and EC/CM selection in alternative public works.

HB 3047: UW Medical Works Roster

SHB 2551/SB6263: Establishing the WA vaccine association.

EHB 2561 – Increases bond limit for energy projects


MCAWW opposes the following bills in the 2010 Legislative Session:

HB 2617/ SB 6426: Eliminate certain Boards and Commissions, including CPARB. [Note: Bills have been revised to exclude CPARB.]

HB 2575/ SB 6278: Increase to (4) the number of public owner reps on CPARB

HB 3055: “Eliminate” Bonding on Small Projects (less than $35k); bond or 25% retained on projects $35k-$100k. [Dead]

HB 2271: Increasing bid limits for ferries/terminals.

HB 2805: Offsite Pre-Fab

Crane Safety and Boom Trucks
Contractors are reminded that as of January 1, 2010 employers must be in compliance with the state rule which requires cranes and operators to be certified. In particular, those contractors who have employees operating boom trucks should have a strategy in place to comply. Training is available through private resources and through some JATC’S. CPARB:
Ed Kommers represents the subcontracting & mechanical industry on the Capital Projects Advisory Review Board (CPARB), a type of oversight committee for public works. The Board's monthly meetings make progress toward implementing changes in public works construction that will ensure the effective spending of taxpayer money and the efficient use of our members' resources.

Goals of CPARB:
Develop and recommend criteria for alternative contracting procedures, General Contractor qualifications, and policies to enhance the quality of capital projects.
1. Make recommendations regarding Alternative Public Works (GC/CM and Design/Build).
2. Evaluate potential other alternative methods including "competitive negotiation."

PRC: Project Review Committee:
Appointed by CPARB to approve projects and certify owners in the GCCM and Design Build delivery methods. MCAWW’s PRC representative is Mike Shinn, owner of Shinn Mechanical.
